Operational start of the Intraday and Balancing Market in Slovenia as of 16th October

Ljubljana, 04.10.2012 – Borzen, Power Market Operator, ELES, Transmission Network System Operator, and BSP, Regional Energy Exchange, have successfully set up all procedures needed for the launch of the intraday and balancing market as of 16 October 2012

Borzen, Eles and BSP priorities are to ensure stability of the Slovenian power system and creation of a transparent and competitive electricity market in Slovenia. The establishment of the intraday and balancing market is a step towards greater transparency, economic efficiency and further development of Slovenian electricity market.

On a single trading platform all members of Slovenian balance scheme will have access to intraday and balancing market. The joint implementation of both services at one place comes along with several positive effects, including the friendly approach toward members and greater liquidity of both interrelated markets.

Balancing Market

Balancing market is organized form of collection and utilization of balance offers entered into the trading system with aim to balance the Slovenian electricity system in a transparent and economically efficient manner. Trading on the balancing market will be implemented on a trading system through which ELES, as a transmission system operator, will be able to purchase and sell energy, needed for the balancing of the electricity system. Trading in the balancing market will be carried out in combination with intraday continuous trading after the closure of the latter and before physical delivery of the product. Balancing market is delegated to Borzen as its commercial public service obligation, which is defined in the Article 24, of the Energy Law (Official Gazette of the RS, No. 27/07 – UPB-2, 70/2008, 22/2010, 37/2011 Odl.US: U-I-257/09-22 in 10/2012). The method of the implementation of the balancing market is defined with the Rules for the Operation of the Balancing Market (Official Gazette RS, no. 73/2012).

Intraday Market

Intraday Market is a type of trade in which the transaction is concluded at the moment when supply and demand meet. Trading will be conducted 24 hours a day 7 days a week on the ComTrader trading system, which represents the European model for intraday continuous trading and is well known among users. Intraday continuous trading will enable traders to trade with hour, 15 - minute, band and peak product, up to one hour before physical delivery of the product. With the implementation of this market segment BSP joins the established power exchanges, already running intraday market.
